NHS SBS wins £20m F&A contract from Strategic Health Authority

Xansa and NHS Shared Business Services (NHS SBS), the first public/private sector Joint Venture undertaken by the Department of Health, are pleased to announce that NHS SBS will provide finance, accounting and payroll services to organisations within the Hampshire and Isle of Wight Strategic Health Authority (SHA).
Expected to be worth around £20 million over four years, with an optional two year, £10 million extension, the contract will see 14 of the total 17 organisations within Hampshire and Isle of Wight SHA, currently serviced by Hampshire Shared Financial Services, move their Finance and Accounting services to the NHS SBS centres in Leeds and Bristol. This will enable the previous Hampshire Shared Financial Services centres in Portsmouth and Southampton to become the NHS SBS Centres of Excellence for payroll.The contract will extend the services offered by NHS SBS to include payroll and bring the number of NHS organisations secured by NHS SBS up to 71.
It is expected that around 160 staff currently working in Hampshire Shared Financial Services will transfer to NHS SBS on 1 September 2005, when the service will begin.
As well as offering services on existing payroll platforms, NHS SBS will offer a full range of payroll services utilising the new national ESR (Electronic Staff Records) payroll system based on an Oracle 11i platform. The ESR Payroll system is geared specifically to the needs of the NHS, and is currently being rolled out across the entire NHS. This contract will enable NHS SBS to offer ESR payroll to other NHS organisations from Spring 2006 onwards. The total value of the market for the provision of payroll services to NHS organisations is estimated to be in excess of £100 million per annum.

“This deal will give us access to modern systems, specifically built around NHS needs, and based on e-enabled services. We have long used our own internal shared service facilities and were one of the first health communities to adopt an ESR compliant payroll system. This contract with NHS SBS will build on this and will help us optimise our finance & accounting and payroll services through a fully
integrated platform. We will be able to access accurate management information in a more timely manner giving us the opportunity to improve our strategic decision making and focus more resources on patient care.”
