BearingPoint appoints Ruby DeMesme to its Public Services Business Transformation team

BearingPoint, Inc. today announced that Ruby DeMesme has joined its Public Services organization as Executive Director for Human Capital Management. DeMesme will take a leading role in BearingPoint's Public Services Business Transformation team, and will work primarily with public-sector clients in the Human Capital Business Management (HCM) market.

DeMesme has extensive experience in recruitment and personnel management in both military and civilian sectors. She most recently served IBM Corporation's Public Sector Strategy and Change division in a number of capacities, including Senior Defense Fellow, and Director of Human Capital Solutions & Defense Practices. Prior to her time at IBM, DeMesme spent more than 32 years in public service, with 22 years of experience in the defense industry, including three years as Assistant Secretary of the Air Force for Manpower, Reserve Affairs, Installations and Environment under President Clinton.

"Ruby's long and distinguished career as a senior government executive and a top-flight management consultant makes her a very significant addition to our Public Services team," said William Rossello, vice president of BearingPoint's Public Services Business Transformation team. "We look forward to the value her deep experience will bring to our federal agency clients undertaking human capital management initiatives related to President Bush's management agenda, and military transformation projects including the Base Realignment and Closure program."

During her government career, DeMesme filled several senior-level positions, including ten years with the U.S. Air Force and nine with the U.S. Army. She also worked as a Congressional Fellow, and as a Legislative Assistant in the office of Senator John Glenn. DeMesme earned her Bachelor of Sciences at Saint Augustine College and her Masters of Social Work from University of North Carolina at Chapel Hill.
